Manuel de Andrade Neves is a Partner and has been at Abreu Advogados since 1993. He is jointly responsible for the International Desk in East Timor for matters relating to public and environmental law. He is a pioneer in the area of environmental law, working primarily on matters related to energy and natural resources.
He has extensive experience in these matters, having focused on public procurement in the areas of telecommunications, new technologies, the environment, water and energy, both nationally and internationally (Mozambique, Angola and East Timor).
He was a founder and director of Euronatura – Centro para o Direito Ambiental e o Desenvolvimento Sustentado (Euronatura – Centre for Environmental Law and Sustainable Development), where he directed and coordinated the Oceans and International Rivers Programme. Between 2002 and 2003 he held the position of bureau chief, responsible for Regional Planning and Nature Conservation. He was also a member of the European Council on Environmental Law, and member of the Portuguese Consulting Committee on the Decree-Law Governing Land Use, Regional Planning and Urban Development to which he was appointed by the Ministry of the Environment and Regional Planning.
Manuel de Andrade Neves acted for Alsa and National Express on a dispute concerning the revocation of a concession contract for the provision of transport in Porto. He also advises on public procurement for health services and energy projects.

For more than thirteen years, he has provided ongoing legal advice to a leading renewable energies multinational company, coordinating all legal matters on behalf of this client in Portugal, including participation in public tenders, the execution of major public works, as well as on the implementation of various power generating plants.

Advising several companies in the renewable energy sector on implementing their marine activities in Portugal, including the licensing and construction of several power generating plants (using mini-hydro, solar photovoltaic and wind technologies).
